FavoriteSAMAN — Anti-Fraud Monitoring System

Problem
Government programs and budget cycles involve large volumes of transactions, documents, and activities across multiple organizational units. Traditional audit approaches can make it difficult to identify potential irregularities early, particularly when risk indicators are distributed across different data sources and require manual analysis. The Inspectorate General of the Ministry of Culture needed a monitoring system capable of continuously identifying potential fraud indicators, supporting identity verification, and providing risk-based insights that could help auditors prioritize investigations and oversight activities.
What I did
- Served as Project Manager and Senior Fullstack Engineer, combining technical leadership with project delivery responsibilities.
- Led the project's end-to-end delivery, from requirement analysis and technical planning through development, integration, testing, and release.
- Coordinated development activities and translated stakeholder requirements into actionable technical requirements and product workflows.
- Contributed directly to frontend development of the SAMAN platform.
- Designed and implemented user interfaces for complex fraud monitoring and risk management workflows.
- Implemented real-time fraud alert notifications using Server-Sent Events (SSE).
- Contributed to the integration of AI-powered document analysis for automatically processing uploaded documents and identifying suspicious patterns.
- Implemented frontend workflows supporting facial recognition and identity verification.
- Contributed to interfaces and workflows surrounding the violation scoring engine, presenting risk scores for individuals and transactions.
- Worked across frontend and backend integrations to connect the monitoring interface with fraud detection and risk-scoring services.
- Coordinated technical implementation across multiple system components and stakeholders.
- Ensured the product was delivered according to functional requirements and project objectives.
- Acted as the technical bridge between stakeholders, product requirements, and engineering implementation.
Outcomes
- Delivered an anti-fraud monitoring platform for the Inspectorate General of the Ministry of Culture.
- Enabled a more risk-based approach to internal auditing by providing risk scores and fraud indicators at the individual and transaction level.
- Introduced real-time fraud alerting through Server-Sent Events, reducing reliance on periodic or manual monitoring.
- Automated parts of document review through AI-powered document analysis, helping identify potentially suspicious patterns.
- Added facial recognition-based identity verification as part of the platform's fraud prevention capabilities.
- Consolidated fraud indicators, document analysis, identity verification, and risk scoring into a centralized monitoring workflow.
- Supported more data-driven governance and oversight across ministry programs and budget cycles.
- Successfully delivered a project while simultaneously contributing as a hands-on Senior Fullstack Engineer and Project Manager.
- The system was officially launched by the Minister of Culture, representing a significant milestone for the project.
